It honestly just depends on the company.  Some background checks can be done very quickly (1-2 Days) when all that is required is a felony check.  Some companies require everything minus the sun and moon (SS# Check, Education Check, Employment Verifications, Felony Check, Credit Check, Drug Test, Fingerprinting, DNA test, etc).  Some also require a international check and with someone that has either lived or worked in another country (as an employee or a contractor), it could add on another week or so depending on the country.  It also depends on how far back they want to check.  Some go back 5 years, 7 years, 10 years, etc.  The more criteria a company has, the harder it is on the recruiters and the potential employees.  It will also depend on what background check company that you use.  Most companies are offered a discount by running all the checks through a single company and unfortunately decisions on which company to use becomes based on price instead of speed. But the decision for these kinds of checks are made by company management, which is done for the protection of the company and the employees that work for the company. 
 
PS - I was kidding about the DNA test...I just wanted to make sure you guys were paying attention.  :)

I did a Google. Background checks can be had for as little as $18.95.
Not to say they're any good, or complete, but I would expect that a
large company performing a large volume of checks could probably get
them fairly inexpensively. They'll spend more than this taking the
interviewee to lunch.
